A chief of a tribe is the user that is in charge of the tribe. This user has moderation powers and is able to remove snaps and ban problematic users from posting there
So technically, you're the chief of the tribe and not a moderator, hence you have 0 moderators.
Levels are determined by number of members you have (20 members = level 2, 50 members = level 3, etc.).
After getting some tribes going I did the same thing with the FAQs. I read them and got to know them well! If you have any questions shoot me a PM and I can help as well!
