Pretty sure that camera is his if he wants to keep it. With no warrant, he can make a very good argument that is was abandoned property. I seem to recall something similar with GPS trackers placed on vehicles without a warrant.
They are using wireless transmission, so any other land owners that want a free camera should be able to track these down.
