Don't rub your eyes too hard.
The Republicans will never grant a full path to citizenship to any group, i.e Latinos, that will then likely vote against them. This is why they're against full citizenship and just as cynically why the Democrats are for it. Politics in a democracy never has to do with principles. It always has to do with chances for re-election.
I think you're describing politics in general. Self preservation is one of the strongest if not the strongest human instincts we have, so in general we are doomed from the start.
