Airports do similar stuff to a degree. They don't want one guy laying across 5 chairs and sleeping, making things awkward once there is more people than available seats. So they place those metal "handrests" in between seats.
Not all airports do this, but yeah I've seen plenty of them that do. Especially in the US/Canada.
