You know what would end all of this immediately with the least bloodshed? Legalizing drugs in the US.
Of course there are all sorts of problems with this. Pharma companies would lose the profits from selling drugs that have the same effect but cost a lot more. For-profit prisons would lose their main source of income. Conservative politicians would lose two of their biggest straw men (dealers and addicts). It would be a scandal!
