Here's a thought for China and Russia....stop the idiot boy king of North Korea from doing little pranks like setting off nukes, firing rockets over Japan and developing intercontinental ballistic missiles....and you would possibly reduce the need to set up a defense system. I'm not saying the US is going to be giving up hegemony any time soon, but Lil Kim might be driving this one.
