I'm not sure that's true. One thing I am sure of though, is that if some scheme can't abide by the principle of net neutrality, then that scheme is a rip off. Ask yourself, did the magic powers of markets automatically solve the problem of child labor? Do markets automagically solve monopolies? Rent seeking? Highway robbery?
