I chose to label this expression because it's Junior's opinion, I guess it could have been a current event, though, whichever.

As for the policy, it kind of sucks for those of us that think it adds to events to have cars come back and try to earn as many points as possible, but safety wise this is a great policy and lowers the debris caution problems.
